The Position

The Monitoring and Evaluation Manager will be responsible for leading the implementation of monitoring and evaluation organization-wide according to existing guidelines, systems, and frameworks, proposing updates to these as necessary.

The ideal individual should be passionate about completing thorough and accurate research that results in strong data driven outcomes. They must have an eye for detail and an ability to meet strict deadlines for data analysis and reports. S/he must enjoy working closely with inspiring young women and be able to perform within a fast paced and rapidly growing environment that is mission-driven and results-oriented. S/he should bring a demonstrated ability to effectively communicate with members of the Leadership and Management teams.

Job Responsibilities:

Data Flow Management
Oversee the implementation of an efficient and effective process for quantitative and qualitative data collection at baseline and endline using the SurveyToGo data collection software
Collaborate with the Careers team on an efficient and effective process for collecting information on internship and employment outcomes
Analyze Careers related data as it pertains to the feedback gathered from the private sector; compile and share reports with Executive team for review and discussion
Oversee data entry into Salesforce in collaboration with the Data Integrity team
Extract, analyze and present information from SurveyToGo and Salesforce for quarterly reports, grant proposals and adhoc requests from staff and leadership
Conduct routine data quality assessments in collaboration with the Data Integrity team

System Development
Periodically review and propose updates to key indicators and targets in line with the organization’s theory of change and competency-based education framework, taking into account program changes, strategic plans, and available research
Periodically review and update survey tools as is necessary, ensuring alignment with the organization’s theory of change and results framework
Develop strategic frameworks (e.g. logic models) for proposals, work plans and other projects
Develop grant and project-specific tools and processes to track outputs and outcomes, including tools such as attendance registers, pre/post surveys and other assessments, as needed
Assessing Long-term Outcomes
Develop and implement alumnae tracking systems and processes
Support on- 
going alumnae outreach and communication through the Alumnae Association, ensuring that graduates are not overburdened with communications and surveys
Conduct rigorous outcome evaluations that aim to measure Akilah’s impact according to the Theory of Change and our existing evaluation policies and guidelines

Reporting and Compliance
Ensure compliance with grant and donor monitoring and evaluation requirements
Review and contribute to organizational materials such as fundraising proposals and 
donor reports to ensure they consistently and accurately describe Akilah’s M&E 
efforts as well as the impact of the organization’s work
Develop systems and processes for knowledge management; disseminate key data 
points, success stories and lessons learned on a quarterly basis to inform decision 
making and organizational learning; maintain and update the Knowledge Center on the G-drive
Provide timely and regular feedback to communications, management, academics, 
and admissions/recruitment teams – as requested

Capacity Building
Support other departments with their data collection, analysis, and reporting needs, especially Recruitment and Admissions, Careers Services, and Alumnae Affairs
Support the Executive Director and Data Integrity Team in training and building the capacity of staff in data management and evaluation

Excellent self management and organizational skills, demonstrated by the ability to research, plan and execute M&E projects with effectiveness and a high level of ownership & accountability.
Strong teamwork and collaboration skills coupled with a strong ability to manage up to the Direct Supervisor in order to meet departmental goals and find effective solutions to challenges that arise.
The demonstrated maturity and professionalism to be able to handle and respect sensitive and confidential information both during and after the employment period

Experience and Qualifications

Bachelor’s degree in relevant field required, Master’s degree preferred
At least 5 years of experience in monitoring and evaluation.
Significant experience analyzing data and producing reports using Microsoft Excel, STATA, SPSS or other statistical software
Significant professional experience in programming Microsoft Excel databases required, with additional experience using Salesforce preferred
Professional experience in training staff in the use of database management software and processes
The ideal candidate will have succeeded in a high-performing organization and be eager to apply best practices.
Must have advanced proficiency in English and Kinyarwanda

Reports to: President of Akilah, dotted line to Executive Director

Working Conditions

Position is based in Kigali, Rwanda. Local hire preferred. Must be able to travel both domestically and internationally if required.
